In accordance with Section 12-14 of the Planning and Building Act, Vial AS, on behalf of Reikna AS, hereby gives notice of a proposed amendment to the zoning plan under the simplified procedure for property register numbers 143/208 etet al. in the Stripo industrial estate at Husnes, commercial zone N_2.
The planning area
The planning area is situated at Husnes in Kvinnherad municipality and covers property numbers 143/208 and others. The area borders Onarheimslio (County Road 500) to the east, woodland to the south and areas of open solid ground, and industrial areas to the north and west where residential properties are registered. The planning area is characterised by light industry and open solid ground.
Current plans
The planning area falls within the current local development plan with Plan ID 20120024 Detailed development plan for 143/208 and 143/6 – extension of the industrial estate – Husnes, which was adopted on 19 June 2014. The majority of the area is zoned for commercial development.
Proposed amendment to the planning regulations
The purpose of the amendment to the planning regulations is to facilitate the establishment of a data centre and associated technical infrastructure within parts of the Stripo industrial estate at Husnes. The proposed plan includes, amongst other things, data centres, office and operational facilities, backup power systems, cooling systems, internal roads, car parks, security fencing, access control and other necessary security infrastructure.
The amendment means that parts of the existing commercial area N_2 will be rezoned for combined commercial and data centre use. The area is already zoned for industrial and commercial purposes, and the planning amendment therefore maintains the current overall approach. The amendment is primarily an adaptation to the updated mapping and planning regulations, which came into force on 1 July 2025, whereby data centres have been introduced as a separate sub-purpose under commercial development.
The amendment to the plan also includes necessary adjustments to the plan map and planning regulations, including those relating to internal roads, access and technical infrastructure associated with the planned development.
Impacts and consideration for the surrounding area
Overall, the amendment to the plan is not considered to entail any significant changes to the land-use structure or to have any impact on the surrounding area. Consideration must be given to traffic, water and sewerage, surface water, noise, safety, neighbours and surrounding buildings through solutions that are adapted to the character of the area and that limit negative consequences for the local environment.

Technical reports have also been prepared to highlight the expected impacts of the measure, and these form part of the planning documentation.
Overall assessment of the regulatory change
The measure is considered to be in line with the overarching objectives of business development, the green transition and the energy-intensive industry, and could contribute to increased value creation, new jobs and a strengthened digital infrastructure. The negative impacts are considered to be mainly related to noise, traffic, energy consumption and stormwater, but these are regarded as limited and can be managed through planned mitigation measures. Overall, the benefits of the measure are considered to outweigh the disadvantages.
Reasons for processing in accordance with Section 12-14 of the Planning and Building Act
It is considered that the proposal may be dealt with as a zoning amendment under the simplified procedure set out in Section 12-14 of the Planning and Building Act. The planning area is already zoned for commercial and industrial purposes; the main purpose remains unchanged, and the amendment does not entail any expansion of the planning area or significant consequences for surrounding areas. The floor area ratio falls within the limits of the current zoning plan, and the proposal does not affect important nature, outdoor recreation or agricultural interests. The amendment is therefore considered to fall within the main framework of the current plan and may be processed under the simplified procedure.

Information meeting for neighbours
At the same time, affected neighbours are invited to an information meeting regarding the plan amendment. The meeting will be held in the canteen at Reins Maskinering AS, Husnes Industrial Estate, 5460 Husnes, Thursday 27 August at 5.00 pm.
Further treatment
Once the consultation period has ended, any comments received regarding the planning process will be assessed and addressed in the case summary for the consideration of the matter. Please note that, as a result, no individual feedback will be provided to those who submit comments during the process. The matter will then be forwarded to Kvinnherad Municipality for political consideration and a final decision by the Planning, Engineering and Environment Committee.
